Was HURRICANE IRMA a weather weapon or a natural event ?

People may or may not be aware that the United States wants to OWN THE WEATHER by the year 2025 or sooner. So was the latest event to hit the Caribbean a WEATHER WEAPON/HAARP type device or just a consequence of a natural weather system?

The weather system is said to originate from West Africa (a tropical area) which them moves west across the Atlantic where it gathers strength.
